  明卡·兹拉特娃博士,保加利亚索非亚大学新闻和传播学院副教授。联合国教科文组织索非亚大学传播与公共关系教席主持人。报社记者和编辑。教授的课程有:新闻报道、新闻学、印刷媒体的公共话语、交流艺术、公共关系写作等。1983年在前苏联圣彼得堡市大学、1998年在德国美因茨大学、2005年在英国BBC广播电台做过研究。在保加利亚、东欧、西欧出版过两部专著,编辑、合编过10篇研究总结、70多篇论文、文章。

论文题目:1989年至2005年保加利亚媒体的社会责任和性别意识
论文摘要:
  1989年以来保加利亚处于社会转型期,媒体在性别问题上的社会责任包括经济、法律和道德方面的责任。媒体责任可以体现为以下三个框架中:
  第一是全球的。在全球化时代,媒体传递的信息能加快实现保加利亚1981年签署的《关于消除各种歧视妇女形式的公约》、1995年9月《北京宣言和行动纲领》、联合国《千年宣言》中提出的“促进性别平等和女性权利” 发展目标。
  第二是地区的。保加利亚决定从2007年1月1日起成为欧盟的一员,这符合人民的愿望。由于保加利亚法律与欧洲法律相一致(欧洲法律包括了男女平等这一内容),因而我国也有反对性别不平等的一些实践。还有另一个小一点的地区框架,那就是巴尔干半岛地区的,这与巴尔干民族在历史和民族心理学上对待女性态度方面相关。
  第三个是当地的。在这方面我们认为在我国,男女是不平等的。我们分析了保加利亚递交给联合国新千年发展目标的国情报告中得出这一结论。报告提及了保加利亚一些社会机构在性别问题上根据经验所做的社会调查。
  本文回顾了1989年以来保加利亚女性报纸的发展概况。以2005年10月创刊60周年的保加利亚最古老的女性期刊—《今日妇女》为研究对象,考察了其历史和成就。《今日妇女》伴随着保加利亚妇女经历了保加利亚社会的好几个发展阶段,并且一直帮助她们解决问题。 现在它还在迎合读者的实际需要和利益方面做得很成功。
  本文强调指出:媒体不仅仅要反映性别不平等的现状,而且还要在国家、地区和全球范围提出具体倡议,引导良性的社会实践,为实现性别平等和女性的权利做出贡献。


Minka Zlateva ( Assoc. Prof. , PhD of University of Leipzig) is Chair holder of UNESCO Chair “Communication and Public Relations” at the Faculty of Journalism and Mass Communication(FJMC) at the University of Sofia “St. Kl.Ohridski”. She was newspaper reporter and editor. Minka Zlateva teaches a reporting, journalism genres, public discourse in print media, communication skills and writing for public relations. Specializations: at the universities in St. Petersburg (1983) and Mainz (1998) , in BBC - London (2005).Publications : 2 monographs, editor and co-coeditor of 10 summaries and over 70 studies, papers and articles, published in Bulgaria, East and West Europe.

Membership: Union of Bulgarian Journalists, IPRA, Bulgarian PR Society, Association of Media Pedagogy and Communication Culture (Bielefeld, Germany).

Her foremost spheres of interest are journalism, public relations, mass communication and public opinion, history of media and PR education .

Title of Paper: Media Social Responsibility and Gender in the Bularian Press ( 1989-2005)

Abstract:
The topic of media social responsibility to the problems of gender in the time of social transformation in Bulgaria since 1989 includes economic, legislative and ethic responsibility. It can be seen at three consistent frames:

The fist one is global. In the time of globalization the media’s messages can be seen as steps to realization of the Convention of elimination of all form of woman’s discrimination, which Bulgaria signed in 1981;

Beijing’s Platform for actions – september 1995 and UN Millennium’s Development Goals , third from which is “Promote gender equality and empower women”.
The second level is the regional one. For Bulgaria it is determinated from the expecting of the country to become a member of the European Union from 1st January 2007. Because of Bulgarian law was harmonized with the European (which includes an act of equality of men and women), and the good practices against gender inequality come in our country too. There is another, smaller regional frame too- the Balkan’s, connected with the historical and ethnopsychological peculiarity of Balkan’s nations in their relations to the women.

The third frame is the local one. In that case we think of the national gender inequality. We analyze the results from the National report of Bulgaria to UN Millennium Development Goals , as from the projects and empirical sociological surveys to gender problems of some Bulgarian sociological agencies too.

The paper gives a general overview on the development of Bulgarian woman’s press since 1989 with the accent to the history and achievements of the oldest periodical press edition in this sphere – the magazine “The women today”, turning 60 in October 2005. It accompanies Bulgarian women in several periods of the development of Bulgarian society, contribute to resolving of some of their problems, is successful today in responding to the actual necessities and interests of its readers.

The paper underlines the necessity that the media don’t only reflect the gender inequality, but to stimulate concrete initiatives and good practice in national, regional and global scale, but also to contribute to encourage gender equality and empower women.

Abstract:
In the paper I wish to examine some developments in Moroccan magazines aimed at women by focussing on some francophone magazines. I will seek to provide answers to questions such as the following: What are the differences between the representation of women in these magazines and the traditional male hegemonic one? In the images they provide the readers with, do the magazines offer any critical perception of and any reaction to patriarchy, or do they merely reproduce the stereotypical representation of sex roles conveyed and maintained by male dominant ideology?

UNESCO Chair for Communication Technology for Women in the GCC:
the rationale, emergence and experience.

For many years, women’s involvement in media work in the Gulf region and the rest of the Arab World has been an issue of debate at local and regional forums. At the same time, the situation of the male-dominated media setting has also been critically noted. In recent years, however, the expansion of professional and college-level educational media programs in the region has opened up new opportunities for bringing about demographic changes within the region’s media landscape, particularly with the rising female enrollment rates within these programs.

Yet, despite this emerging reality, the situation remains rather grim, not only in terms of the volume of female input into media work, but also in terms of the quality of their contributions compared to their male counterparts. Research has shown that while more women are attending media study programs at colleges and universities, very few of them choose media work as their permanent career. A whole host of problems seem to militate against Arab, and especially Gulf, women’s involvement in media work.

The UNESCO Chair for Communication Technology for Women in the GCC, which was established late in 2003, was a call for raising public awareness of women as significant components of the media workforce, as well as for modifying existing legal frameworks and social attitudes towards women opting for media careers. Its call for empowering women media practitioners to achieve leadership positions has been the most significant outcome to date.

The presentation will cover the Chair’s involvement and experience in empowering women within the media, particularly in the Arab World, through ICT. It will also provide a platform for the sharing of ideas and experiences, and hopefully the opportunity to work collaboratively to design more effective policies that can improve the status of women in the media.

论文摘要:
  我们正面临着第三次教育领域的技术更新。第一次是语音和字母表,第二次是印刷,第三次是远程信息处理,它意味着计算机和网络的联合。这些变化在2001年举行的欧洲网络学习高层会议的第十次报告中曾经被提到。2005年,欧洲网络学习会议得出结论:数字读写能力是知识社会的基础元素,“我们所面临的最大挑战是保证每个人都有足够的技能、能力、经验和态度来有效地使用信息与传播技术。”

  我的观点是消除交流和连接的障碍,支持职业发展,加强网络学习更新和内容的发展,指出信息传播技术的不足,促进数字读写能力和终身学习,探索可持续性的公共和个人关系。

  开放型社会模式的挑战建立在社会福利和性别平等的基础上,这包括信息时代新旧经济模式之间的冲突。许多的思考和管理是建立在信息时代的基础之上,而不是出于网络时代企业的需要。新的不平等正在出现,像芬兰这样的一个小国家,对于全球经济挥发性的感受是很弱的。在国家意识和多文化融合的世界意识之间也有冲突,这往往导致了对外国人的敌视。公共领域正在转型,而一个民主的公共领域不能只是理性地思考问题,它也应该是一个个人认知能够被建立,个人和他们的观点能够被承认的地方。在未来,观点也许往往从新型社区中产生,而新型社区的运作会超出一般的公众领域。

  我们在芬兰坦佩雷大学的研究工作得出的结论就是媒介教学(媒介读写能力,数字读写能力,媒介教育)应该被理解为一个宽泛的、交叉性的和跨学科的领域。这个三角形的构成应该包括媒介教育(学科的教育和教师的教育),媒介技术(信息技术,计算机科学,超媒介)和媒介文化(媒介和传播学科、艺术和设计)。

Topic of paper: TOWARDS A NEW LEARNING CULTURE

Abstract:

We are facing a third major educational invention in technology. The first was the phonetic alphabet, the second printing and now the third is telematics which means computers connected to networks. These changes were behind the ten recommendations of the European eLearning Summit in 2001. In 2005 the European eLearning conference concluded that digital literacy is a fundamental element of the knowledge society: "Ensuring that everyone has the necessary skills, competences, experiences and attitudes to make effective use of ICT is probably the biggest challenge of all."

The idea is to remove barriers to access and connectivity, support professional development, accelerate eLearning innovation and content development, address the ICT skills shortage, promote digital literacy and lifelong learning, and explore sustainable public private partnerships.

The new challenges of the open society model based on social welfare and gender equality include conflict between the old and new economy based on informationalism. Much of the thinking and administration is based on the model of industrialism and not on the needs of enterprises in a networked world. New inequalities emerge and a small country like Finland is vulnerable to the volatilities of the global economy. There is also a conflict between a strong national identity and integrating multicultural world creating tension against foreigners. Among other things, the public sphere is being transformed and a democratic public sphere cannot only be about rational argumentation. It also needs to be a place where identities can be constructed and where individuals and their views can get recognition. In the future, opinions may be formed within communities that operate outside a common public sphere.

Our research work at the University of Tampere, Finland, concludes that media pedagogy (media literacy, digital literacy, media education) should be approached as a wide inter- and transdisciplinary field. The triangle would be composed of media education (faculty of education and teacher education) as one corner, media technology (information technology, computer science, hypermedia) in the second corner, and media culture (media and communication studies, art and design) as the third corner.

The question of cultural, local, regional and European identities in media, learning and education are becoming central for the national and European strategies The goal is competency in communication and media with the new information infrastructures on a Pan-European and even global level. The competency includes using modes of thought characteristic of the major areas of thought and knowledge and a knowledge or our basic cultural heritage.

A whole range of competencies are required in eLearning. The basic question is what knowledge and skills will enable people to do human resource development work? For this, several general competencies are needed - among them communication and media competencies. But in addition to these, management competencies, distribution method competencies, and presentation method competencies are necessary.

论文题目:中国媒介与女性教席的目标与实施方略
论文摘要:
  2005年9月22日,联合国教科文组织在中国传媒大学设立了“媒介与女性”教席。教席的设立,不仅将加强与促成世界经验的构成和分享,也为性别平等主流化建设以及国际国内各种资源的优势整合提供了平台。

  “媒介与女性”教席设立之时确立了今后发展的“四个目标”:即做媒介与女性研究的集大成者;做媒介与女性教育理念的先行者;做媒介与女性理论的身体力行者;做媒体社会性别意识的守望者;认真履行“三项承诺”:即承担一份责任;提供一个平台;践行一份使命。

  具体而言,在学术研究方面,教席将出版《中国媒介与女性研究年度报告》,并推出一套“媒介与女性研究书系”。在学科建设方面,“媒介与女性”教席在中国传媒大学设立“媒介与女性”方向硕士点,并于2006年秋季起招收第一批硕士研究生。教席在承担国际和国家相关研究课题的同时,还将建立中国媒介与女性相关领域的首个博物馆,收集并展现媒介与女性研究对整个中国社会、经济、政治、文化、艺术等各方面的普遍联系与相互影响。

  在理论、方法、前沿、应用、操作等多个层面,教席将致力于挖掘、深化传播研究领域中的性别理论研究,推进性别平等主流化进程,履行教席的责任。

Objectives and Strategies of UNESCO-CUC Chair on Media and Gender

The set-up of UNESCO Chair on Media and Gender at CUC on Sept. 22, 2005 will not only enrich the academic vision of world Media & Gender studies, facilitate the exchange and sharing of world experiences, but also provide a broad platform for the mainstreaming of gender equity, as well as the optimized integration of domestic and international resources.

At the time of setting-up the Chair drafted its four objectives in its future development: i.e., to be a leader in media and gender research, a pioneer in media and gender educational theory, a down-to-earth practitioner of media and gender theories, and a guardian of social gender awareness for the media. It will also observe three commitments: responsibility, platform-building and mission fulfillment.

In terms of academic research, the Chair will publish the Annual Report on China’s Media and Gender Research in the near future, along with a series of books on media and gender research; it has set up a master’s program on media and gender, starting graduate enrollment from autumn 2006; while carrying out research programs both internationally and nationally, the Chair will also set up the first Chinese museum on matters related to media and gender, which will collect and exhibit items that can convey the comprehensive relationship and mutual interaction between media & gender research and the overall Chinese society, economy, politics, culture and arts.

Covering a wide spectrum of theory, methodology, application and operation, the Chair aims to fulfill its responsibility as chair on media and gender and further the study of gender theories in the field of communications and push forward the mainstreaming process of gender equity in general.
