中国联合国教科文组织全国委员会田小刚秘书长的致辞



尊敬的教育部党组成员、人事司司长李卫红女士，尊敬的青岛泰之先生，尊敬的刘继南校长，各位来宾、老师们、同学们：
　　今天，我能参加联合国教科文组织—中国传媒大学“媒介与女性”教席签字暨揭牌仪式，感到很高兴。请允许我代表中国联合国教科文组织全国委员会对教席的建立向传媒大学表示热烈的祝贺，对教科文组织驻北京办事处为教席的建立所作的努力表示赞赏，对教席负责人刘利群所作的出色筹备工作表示感谢！
　　1993年联合国教科文组织发起建立的“教席”活动促进了大学参与国家的工业化进程、社会进步和经济发展，在会员国中受到了欢迎和重视并广泛地开展起来。我们认为，在高等院校、研究机构建立这样的教席是开展和联合国教科文组织合作的良好途径。
　　中国政府高度重视联合国教科文组织的重要作用，努力促进中国高等院校、研究机构与联合国教科文组织开展各种形式的合作活动。十多年来，在教科文组织的支持下, 我国在教育、科学、文化、信息等领域已经建立了十多个教席，受到了普遍的欢迎和好评。“媒介与女性”教席的建立，说明我国的高等院校和联合国教科文组织在传播和信息领域的合作取得了明显的成效，这标志着中国传媒大学在开展与联合国教科文组织的合作迈上了新的台阶，也昭示着传媒大学深厚的学术底蕴和长足的发展前景。
　　作为现代社会的传播工具，媒介在促进个人发展，推动社会进步方面起着相当重要的作用。然而我们在发挥媒介的影响方面，还存在一些不足，比如欠发达地区的妇女接触媒介的机会仍然有限，大众传播还未充分反映妇女生活等。联合国教科文组织将“满足妇女和青年对信息和传播需求的活动和项目”、“妇女参与、获得和利用传播技术，促进发展”作为重点。我相信，“媒介与女性”教席建立后，对边远和落后地区的妇女开展培训活动，使他们充分接触信息技术，一定能够对当地的经济和社会发展起到积极的作用。
　　中国联合国教科文组织全国委员会是代表我国政府与教科文组织合作的官方机构。我国积极参与的一些活动，如发展包括农村教育和扫盲在内的全民教育、保护世界文化和自然遗产、保护非物质文化遗产、开展海洋信息合作、建立科学技术伦理规范、保护文化多样性和生物多样性、加强水资源的保护与管理等方面取得了突出的成果，不仅为促进我国建设可持续发展与和谐社会做出了积极的贡献，也为发展我国于其他国家在教育、科学、文化和传播领域的合作与交流起到了重要的促进作用。
　　女士们，先生们，
　　中国传媒大学是教育部直属的重点大学，是中国信息传播教育的知名学府。创立于2004年9月的媒介与女性研究中心，是目前我国第一家也是唯一一家媒介与性别的研究机构。而作为大学名校的女校长，刘继南教授以女性特有的品质观察、思考和解决问题，形成了独特的治校风格，取得了骄人的成绩。这些都为媒介与女性教席的发展创下了良好的前提。我完全有理由相信，中国传媒大学一定能够充分利用教席这一形式，在联合国教科文组织搭建的平台上，与国际国内学术界和业界的合作伙伴密切合作，为推动媒介和女性在我国的发展做出自己的贡献。
祝媒介与女性教席取得成功。

Speech on Signing Ceremony of UNESCO-CUC Chair on Media and Gender

Today, I am glad to attend the Signing Ceremony of UNESCO and Communication University of China (CUC) on Media and Gender Chair. On behalf of Chinese National Committee for UNESCO, please allow me to express my warm congratulations on Communication University of China, to express high appreciation for the great efforts of UNESCO Office Beijing on the Chair establishment and sincere gratitude to chair holder Liu Liqun for the well organizations.

The Chair establishment launched by UNESCO in 1993, promoted universities’involvement in the process of national industrialization, social progress and economic development. It has drown great attention and developed broadly in UNESCO member states. For universities and institutes, setting up this kind of chair, is a good way to develop cooperation with UNESCO.

Chinese government pays high attention to UNESCO, and is making efforts to advance all kinds of activities between UNESCO and universities and institutes. In the past ten years, with the support of UNESCO, China has established more than ten Chairs in the field of education, science, culture and communication, all of them are received widespread favorable comments. The establishment of Media and Gender Chair showed that the cooperation between UNESCO and universities has achieved remarkable success, symbolized a new stage on cooperation between UNESCO and Communication University of China, and also showed the deep academic environment and considerable developing prospect of Communication University of China.

As a communication tool in modern society, media play an important role in promoting individual development and social progress. However, there exists some disadvantages in media influence，such as women have limited chances to use media in disadvantaged areas; mass media have not reflected women’s lives completely. UNESCO focuses on “initiatives addressing information and communication needs of women and youth” and “women involved in , access and use of ICTs for development”. I believe, with the establishment of Media and Gender Chair, through training activities for women in disadvantaged areas, they could get access to information and technology; furthermore, it will play a positive influence on local economy and society.

Chinese National Commission for UNESCO, on behalf of Chinese government, is the official government organization to cooperate with UNESCO. We took active part in many activities and achieved plentiful fruits, such as developing education for all, including rural education and elimination illiteracy, protection of the world cultural and natural heritage, protection of intangible cultural heritage, developing ocean information cooperation, establishing norms on ethics of science and technology, protection culture diversity and biodiversity, strengthening water source protection and management. It not only contributes to our national sustainable development and harmonious society, but also plays an important role in promoting cooperation and exchanges in the field of education, science, culture and communication with other nations.

Ladies and gentlemen，

Communication University of China, directly affiliated to Education of Ministry, is the key university, famous in information and communication. In September 2004, Communication University of China set up Media and Gender Institute. It is the first and unique institute on media and gender in China. As a woman president of a well-known university, Professor Liu Jinan formed distinctive university-running style and achieved proud success, with her unique character in observing, thinking and solving problems. I fully believe Communication University of China, on the platform built by UNESCO, could make use of this Chair, cooperate closely with academy and industry home and abroad and make her own contributions to the promotion on media and gender development.
